MY telegram No. 211 of 30th December: Opium.
Peking, January 7, 1911.
Reuter report published here yesterday reproduces a report from India to the effect that the Government of India have issued a communiqué stating that India intends rigorously to adhere to the agreement for annual reduction, and bas decided to issue special certificates from January for all opium leaving India under declaration for China. Question of closing treaty ports to uncertificated opium is said to have been suggested.
I should be glad to be informed what truth there is in this report, which has made considerable impression here.
